U just enter the code while ur actually playing the game, and ur supposed to unbind ur buttons before u play, once u first start playing.

Just type it in while in the game.
For example, if you wanted to spawn a tank (the Rhino), while you're not in a car, just type PANZER, and a tank will appear on the nearest road.
Hint: I suggest unbinding the letters of cheat codes that include movement. My 'a' button was binded to strafe, and I ended up on more than one occassion walking straight of a cliff!
